How can I book online in english for the highway bus to Shibasakura festival?

Here is an answer for your additional question regarding a Tateyama Kurobe.

I guess that is about Tateyama Kurobe Alpine Route.

According to this website, they sell the ticket departing only from Tateyama station via internet.
I think you'll get to Matsumoto station from Shinjuku by Odakyu express to Shinano-Oomachi station, then Oogisawa station by bus which leads you to Tateyama Kurobe Alpine Route at last.

As I wrote, they don't sell the ticket departing from Oogisawa online.
So, you can get it at the ticket office at the Oogisawa station on the day you visit.

In addition, I've been there before!
If you got tired after the trip, you can try one of the best Onsen in Japan around Shinano-Oomachi area.
There is a bus stop called "Oomachi Onsen kyou" just between Shinano Oomachi station and Oogisawa station!

If you don't hesitate to be naked and interested in to try the secret spot in Japan, I strongly recommend you to make a time to spare for the Onsen!:)
I think you can get the discount coupons at Shinano Oomachi or Oogisawa station, so you can ask!
(I tried Yakushinoyu and Kurobe Kanko Hotel, both were AWESOME!)

That area is reaaaaaally cold especially during the dawn and the sunsets.
