Q2. Can i walk in to Shinjuku Bus Terminal to get the ticket?

Regarding Q2., you can walk into Shinjuku Expressway Bus Terminal. It is located outside the station.

You cannot reserve the ticket for Shibazakura Liner to the festival site. Please purchase the ticket at Kawaguchiko.

This is just for your information.
Shibazakura's blooming season has been already passed, so you will not be able to see the scenery you are expecting.
You can still enjoy the beautiful scenery of Mt. Fuji though.
