hi, there.

those kind of events are taking places everywhere where has cherry blossoms.
mostly "light-up", not "illuminated" with colours.

in tokyo,

1)Meguro-gawa
2)Rokugien
3)Roppongi Hills, Mohri teien

those 3 are very famous and good access from heart of tokyo.

cherry blossoms start blooming from south, mostly end of March.
in tokyo, the very end of March to early April, for 10 days to 2 weeks.
