Hi there,

Unfortunately, there are no Shinkansen which takes you straight to Kusatsu Onsen from Tokyo. So, you would need to go to Karuizawa by Shinkansen first and then switch to a local bus to go to Kusatsu Onsen from there. I would suggest that you take a highway bus from Shibuya bus terminal to Kusatsu Onsen. With a highway bus, you do not need to switch trains or carry around your language on the way. You can make a reservation from the following link.

Kusatsu Onsen is a very nice Onsen resort.
Have a nice trip in Japan!
